EV Readiness for Strata - Section 5 - EV Charging Installers
Repair and maintenance electrical work can be carried by a qualified electrician who holds an electrical licence. For example, they can repair breakers on the switchboard. However, when the work relates to installation, a level 2 electrician who has received more training is required. Level 2 electricians deal with more dangerous tasks than normal electricians. They need to be closely monitored to ensure they follow safety procedures while doing their work.
For example, if you would like to install a smart meter for EV charging, a level 2 electrician is required. If you would like to upgrade the switchboard or meterboard prior to installing EV charging, a level 2 electrician is required. This is the same for increasing the electrical capacity of a building. The key distinction between a Level 1 Accredited Service Provider (ASP) and a Level 2 ASP is that the latter is qualified to carry out installations, repairs and maintenance work on service lines that run between a property and the electrical supply network. This can include disconnection and reconnection of the electrical supply, working on underground and overhead service lines, upgrading of the power supply, and installing and connecting electrical meters. To ensure the safety and reliability of the power supply, only Accredited Service Providers (ASPs) operating under the ASP scheme can perform any work associated with the services listed above.

A useful tip for consumers is to check the length of time the EV charging installer has been operating to determine if the company will be successful through the ups and downs of the EV charging industry. Typically, companies that have been in operation for less than 2 years haven't yet dealt with the influx of warranty claims. If a business can maintain a strong foothold through this period, it's a good indication that they will be around for more years to come. An EV charging installer that has operated for more than 4 years will be considered a mature company.
The Owners Corporation should also check whether the manufacturer of the chargepoints has an Australian office or whether the EV charging installer is the sole Australian distributor for that brand of EV chargepoint. If there is an Australian office for the EV chargepoint manufacturer, that would allow the Owners Corporation to fulfil any warranty claims on EV chargepoints, even if the EV chargepoint installer shuts down their business in the future.
