Car Park Exit Lighting: Improve Safety and Reduce Roller Door Damage

There are rules about the lighting for carpark exits in strata buildings. Many apartment blocks are NOT compliant from a safety perspective and paying far too often to fix roller doors and gates which are hit by exiting vehicles.
In basic terms, Australian Standards: AS 1680 specifies 800 lux for the first 15 meters of a car park entrance during the day and 160 lux at night, followed by 160 lux for the next 4 meters at all times. This helps transition the lighting level upon entry and exit and reduces the effects of blinding.

Smart controls and good car park lighting design plays a vital role in protecting vehicles, strata property such as garage doors and gates and more importantly human beings. Most people don't link road safety issues and good car park lighting together.

Temporary blinding due to strata building's carpark entry and exit lighting. 
When exiting a car park, a driver's eye must adjust quickly, adapting from the darker conditions to the bright daylight conditions ahead. This transition can lead to a temporary blinding, making it difficult for the driver to react to obstacles or pedestrians. Car park entrances can often be located in high pedestrian areas and this temporary loss of clear vision is enough to create serious damage to people or property.

Strata schemes can potentially face large litigation claims if accidents occur at entrances or exits where poor lighting has contributed to the accident. e.g. a child riding a bicycle is hit by a driver as he or she exits onto the street.

A number of strata schemes have automatic roller doors and some strata committees are regularly paying large amounts of money to repair automatic roller doors which are hit by cars. In one case in Chatswood, an NRMA vehicle had been servicing a car in the visitor's carpark and damaged the roller door as it was exiting the building creating over $2,000 in damage.
